Bihar’s final electoral roll 2025 released with 7.4 crore voters after intensive revision, awareness drives, and claims process by Election Commission.

Patna, A special intensive revision program was organized in Bihar on June 24, 2025, under the Election Commission of India. Its primary objective was to ensure that all eligible citizens were included in the voter list and that no ineligible individuals were included.
Following this, the Chief Electoral Officer met with all recognized political parties and requested their cooperation in the revision process. All officials at the district and assembly levels also met with political parties to ensure their cooperation. All departments, including the Chief Secretary, were informed of this revision.
What was found?
The distribution of counting forms and the training of personnel were completed by June 24, 2025. Forms for 78,969,844 voters in the state were printed and distributed through BLOs. Thirty-eight District Election Officers, 243 Electoral Registrars, 2,976 Assistant Registrars, 77,895 BLOs, and volunteers actively participated in this process. A total of 72,405,756 counting forms were received, with over 1.6 million applications submitted online.
To create voter awareness during the Special Intensive Revision, advertisements were published in 246 newspapers nationwide, and extensive publicity was conducted through TV channels, radio, Doordarshan, the Press Information Bureau, e-rickshaws, awareness chariots, outdoor billboards, railway stations, bus stands, and street plays. The draft electoral roll was published on August 1, 2025. Both hard and soft copies were made available to representatives of political parties, and a list of voters who had not submitted counting forms was also shared. Special camps were set up in all block and urban body offices during the claim and objection period from August 1 to September 1, 2025.
After receiving claims and objections, election officials heard them and only after making an appropriate decision did they remove a voter's name. Following this process, the final electoral roll for Bihar was released on September 30, 2025. According to the final list, Bihar has a total of 74,192,357 voters. Of these, 39,207,804 are male voters, 34,982,828 are female voters, and 1,725 are third gender voters. Special categories include 403,985 voters aged 85 and above, 1,401,150 are young voters aged 18-19, and 720,709 are disabled voters.
Electors can view their lists online at https://voters.eci.gov.in or https://ceoelection.bihar.gov.in. The list is also available on the mobile app ECINET. The list can be viewed offline at your booth's BLO or at the nearest block, subdivision, or district election office. If a person is not satisfied with the ERO's decision to remove their name, they can file a first appeal with the District Magistrate and a second appeal with the Chief Electoral Officer.
