Anuppur, Neelkanth Company, which is doing mining work in Amdanand open mine under SECL Yamuna Kotma area of the district, is not providing salary, other facilities to the workers working in the company as per Coal India's High Power and Joint Committee, employment to local youth and in protest against the problems of affected farmers of the mining area, a memorandum related to contract workers was submitted to GM Yamuna Kotma area by siege of SECL GM office Yamuna Kotma area.
It was mentioned in the memorandum that unemployed people from affected land ownership and rural farmer families in the contract company Neelkanth should be given 80 percent employment as per their qualification. All the workers employed in the contract company Neelkanth Ginning Limited should be provided with salary allowance (HPC rate) and other facilities as per the rules of Coal India High Power and Joint Committee. Attendance of all the workers of the contract company should be taken through biometric machine. All the workers working in the contract company should be provided payment slip every month, so that they know their daily basic payment. All the contract workers should be paid within 10th of every month, if payment is not made within 10th, then on 11th, the drivers and operators will stop their work, whatever loss SECL and Neelkanth company will suffer due to this, the responsibility of that will be of the contract company Neelkanth. If the driver, operator, supervisor, helper, security guard are removed from duty or their job is taken away by the contractor company due to minor mistakes, then it is appealed to the contractor company not to do this, rather pay attention to this. If the contractor company makes workers work on government holidays, double attendance should be given and if they take rest, single attendance should be given. In the contract company Neelkanth, workers are being called from outside and are being recruited in the company after taking money from them, and when the rural and regional people from here go to Neelkanth company then they are sent back home after giving them promise of coming after one week or after 15 days, and they are not recruited. In the contractor company Neelkanth, the operators coming from outside are given HPC rate of approximately Rs.1400/- by the company and the rural and regional people working in the company are paid at the rate of Rs.500/-, by doing this the exploitation of them should be stopped. For example, on 21/06/24, Hetram Chaudhary, Prakash Pandey, Deepak Pandey were abused and their duty was stopped by the company because they were from Chukan village. Then again, the same treatment was given to the driver who came from outside and his duty was stopped. When the contract company was asked about the less payment made to the local people, the rural divers were fired from their jobs by saying that they have caused a huge loss to SECL by making false allegations. Whatever payment has been made to the local villagers by the contract company Neelkanth at the rate of 500 to 700, and whatever is left, it should be paid as arrears. As per the rules of SECL, there is a provision of double attendance for doing duty on Sunday and single attendance for taking rest by the contract company Neelkanth. It should be given under the same rules. Contract company Neelkanth which is a school bonus, should be given according to the duty of the worker. Whatever Sick Leave CL bill is made in 01 year by the contract company Neelkanth as per SECL rules, it should be given to its workers.
For the resolution of all these points, a memorandum was given to Aamadan Sub Area Saheb earlier, after which a few days later you were met in your office and each point of this letter was discussed, but till date no consideration has been given to our memorandum, discussion with you and our demands, nor any initiative has been taken, this is clearly a breach of promise and negligence, due to which it appears that you are only concerned with the production in your work area, there is no accountability towards the people of the work area, which is unfortunate.
In the end, the letter was written requesting that please resolve all our demands within a week. Otherwise we will be forced to resort to sit-in, demonstration, siege and road blockade movement for which the entire responsibility will be yours i.e. SECL and Neelkanth Company. The memorandum was read out by District Congress Organization Minister Manoj Mishra. In handing over the memorandum, along with Youth Congress District President Guddu Chauhan, former MLA Manoj Kumar Agarwal, District Organization Minister Manoj Mishra, farmer leader Padum Chandra, INTUC President Sanjay Patel, Acting President Mohan Paw and the sarpanch, deputy sarpanch, farmers of the affected area and a large number of contract laborers and local unemployed youths were present.
