Social worker Kunal Shukla did not file FIR in Raipur
Accused of making indecent comments on social media

Raipur, Raipur's famous RTI activist and social worker Kunal Shukla has lodged an FIR with the police against 55-year-old Nilesh Raichura, a resident of Dhamtari. According to the complaint, Raichura had been making obscene, indecent and vulgar comments about Shukla's family, his younger daughter and wife on the social media platform Twitter (X) for the past several months.
Kunal Shukla first ignored these posts, but when this trend started increasing to a dangerous extent and the peace of the family started getting disturbed, then he decided to take legal action. He submitted a complaint to the Superintendent of Police of Raipur on 19 September 2024, after confirmation of which on 19 February 2025, the Kotwali police registered a case under Section 296 (obscene act) of the Indian Penal Code.
Kunal Shukla says, "Our routine has completely deteriorated. My family is no longer able to feel as comfortable as before. We are deeply hurt by the insulting comments made on the little girl. Now a strange fear has set in our minds." This incident is not just of one person, but an example of the moral degradation spreading rapidly on digital platforms. In the last few years, it has been seen that social media platforms are becoming aggressive, rude and filled with personal attacks. Incidents like trolling, abuse and defamation have become common, in which families and women are especially targeted. In such a situation, the question arises that what kind of mentality people have that does such acts? According to experts, such people usually suffer from personal frustration, mental imbalance, or a tendency to degrade others. The anonymity of the Internet encourages them more to commit such criminal acts. There are several legal provisions in India to deal with abusive and obscene comments on social media:
1. Section 354D of IPC - Up to three years imprisonment for cyber stalking of women online.
2. Section 67 of IT Act - Punishment and fine for posting obscene and offensive content.
3. Section 499 and 500 of IPC - Up to two years imprisonment in cases of defamation.
4. Section 506 of IPC - Up to seven years imprisonment for making threats.
To solve this -
• Social media platforms should implement strict rules so that prompt action can be taken to prevent abusive language and personal attacks.
• Cyber police should be more active so that complaints are resolved quickly.
• People should have legal awareness so that they do not sit silent out of fear, but take appropriate action.
• The government should implement strict laws to protect families so that no one's personal life is affected on digital platforms.
This incident is a symbol of the fact that social media is no longer just a platform for expression, but is becoming a means for many people to vent their frustrations and insult others. Today, some people on the Internet are venting their personal frustrations and mental disorders through abuses and indecent comments.
Kunal Shukla's fight is not just for his family, but for the safety and respect of all families. In such cases, the victims should not remain silent but should set an example in the society by taking legal action.
