Penalty imposed on 62 secretaries of Anuppur district for violating the guarantee of providing public services

Anuppur, Madhya Pradesh Public Service Guarantee Act, 2010 was the first such act in the country, under which the citizens were guaranteed public services within the stipulated time limit. But under the Public Service Guarantee Act, if a person does not provide services within the stipulated time limit, he can be considered a defaulter and a penalty can be imposed on him. In this connection, Collector Anuppur Harshal Pancholi has imposed a penalty of ₹ 35750 on 62 secretaries of various Panchayats of all the four Janpad Panchayats of Anuppur district, namely Anuppur, Jaithauri, Kotma and Pushparajgarh, under Public Service Guarantee Act in all the four Janpad Panchayats of Anuppur district. Even before this, District Manager Public Service Management District Anuppur Sonu Singh Rajput had also conducted a surprise inspection and imposed penalty on finding deficiencies.
Collector Anuppur has said in his order that the notified services under Madhya Pradesh Public Services Guarantee Act, 2010 have to be resolved within the time limit. Not providing service within the time limit by you is a violation of Section 5 (1), (2) of M.P. Public Services Guarantee Act 2010. You have failed to provide online service for providing the benefits of notified services as per the prescribed provisions of the Act. M.P. Penalty is imposed under Section 7 (1) (a) of the Act under the provisions of the Guarantee of Delivery of Public Services, 2010. He has also directed that the imposed penalty be deposited within 3 days and the slip of the deposited amount be made available to the office of Collector (Public Service Management), Anuppur. For unavailability of birth certificate, Rs 500 to a Gram Panchayat Secretary of Anuppur district, Rs 500 to a Gram Panchayat Secretary of Kotma district, Rs 21500 to different Gram Panchayat Secretaries of Pushprajgarh district, Rs 7250 to different Gram Panchayat Secretaries of Jaithari district, for unavailability of death certificate, Rs 500 to a Gram Panchayat Secretary of Jaithari district, Rs 4500 to different Gram Panchayat Secretaries of Pushprajgarh district, Rs 500 to a Secretary of District Panchayat Anuppur for registration of marriage, Rs 500 to Naib Tehsildar Circle Pasan for permission for registration after 1 year of birth, thus a total penalty of Rs 35750 has been imposed.
