Officials should be sensitive in providing benefits of government schemes to the cleaners: Bhagwat Prasad Makwana

Saharanpur, Member Central Monitoring Committee, Ministry of Social Justice and Empowerment, Government of India Bhagwat Prasad Makwana held a divisional review meeting with the officials in the Circuit House auditorium regarding the implementation and compliance of the Manual Scavengers Act 2013. Bhagwat Prasad Makwana directed that ensure that a report is made available by conducting a survey of all the eligible persons as per the Manual Scavengers Act 2013 in all the three districts of the division within 15 days. He said that camps should be set up and survey forms should be filled. He said that various types of employees related to cleaning mentioned in the Act should be included. Under the Manual Scavengers Act 2013, 2811 selected beneficiaries of the district should also be included in this survey. Outsourced employees working in the Jal Sansthan should also be included in the survey. The concerned officers of the district should ensure effective implementation through the monitoring committee. He said that in the survey to be conducted in the district, public representatives, officers, committee members and officials of various organizations should cooperate with each other and include as many eligible people as possible and make them benefit from the scheme.
He said that all the officers should be sensitive in providing the benefits of government-run schemes to the cleaners. He instructed to organize health camps from time to time in the settlements of the cleaners. The officers should study the Manual Scavengers Act 2013 in depth and ensure its implementation as per the rules. He took information about the salary payment, EPF, ESI and weekly leave of the cleaning personnel deployed in the municipal bodies through outsourcing, contract and other means in the district and instructed that no personnel should be exploited. He said that if at any level any irregularity is found in the payment and facilities provided to the cleaners as per the rules, then strict action will be taken against the concerned. He said that it should be ensured that the outsourced and contract personnel working on the posts of cleaners and other posts get the minimum honorarium fixed by the government. The member said that under the leadership of Prime Minister and Chief Minister, the country and state government is rehabilitating the cleaners engaged in cleaning work by running beneficial schemes. For the rehabilitation of cleaners, as many camps as possible should be set up in the settlements of cleaners and loans should be distributed. Shri Bhagwat said that as per the instructions of the Hon'ble Supreme Court, a provision has been made to give 30 lakh compensation to the dependents of cleaners who died while working in the sewer. At the end of the meeting, Additional District Magistrate Administration Dr. Archana Dwivedi assured the member that the instructions given by her will be followed to the letter. On this occasion, Additional Commissioner Administration Surendra Ram, Chief Development Officer Shamli Vinay Kumar Tiwari, Additional District Magistrate Finance and Revenue Muzaffarnagar Gajendra Kumar, District Level Committee member Bharat Bhushan, SP Traffic Siddharth Verma, DPRO Alok Sharma including Vinod Ghavri and officers of the concerned departments were present.
