Meeting on Development Works via CM Dashboard Held Under the Chairmanship of the District Magistrate
All Officials Must Interact with the Public Courteously and Demonstrate Sensitivity: District Magistrate Arvind Kumar Chauhan
Saharanpur, A review meeting regarding development works on the CM Dashboard, as well as the CMIS and IGRS portals, was convened under the chairmanship of District Magistrate Arvind Kumar Chauhan at the New Auditorium located within the Collectorate complex. While reviewing schemes that received poor rankings on the CM Dashboard—specifically the Janani Suraksha Yojana, Family ID initiative, the 15th Finance Commission grants and individual toilet construction under Panchayati Raj, the Livestock Department, ICDS, and the Public Works Department—he issued strict directives to all concerned officials to improve their rankings in the coming month. DM Arvind Kumar Chauhan directed that the salaries of Executive Officers in urban areas be withheld—along with the issuance of adverse entries in their service records—due to poor progress in the Family ID initiative; he also directed that the salary of the District Economics and Statistics Officer be withheld. Furthermore, he directed that the salary of the Chief Veterinary Officer be withheld due to poor rankings in the artificial insemination of livestock. Show-cause notices were issued to the District Programme Officer (for the Poshan Abhiyan), the Chief Medical Officer (for the Janani Suraksha Yojana), and the Minority Welfare Officer (for negligence in duties), as well as regarding the poor rankings in the 15th Finance Commission grants and individual toilet construction under the Panchayati Raj Department. Directives were also issued to withhold the salaries of the ABSA (Assistant Basic Shiksha Adhikari) of Muzaffarabad and the Block Development Officer of Nakur following unsatisfactory feedback received on the IGRS portal. He instructed that departments with poor rankings must improve their working mechanisms to enhance their standing; otherwise, they should be prepared to face strict disciplinary action. He further directed that a show-cause notice be issued to the District Sugarcane Officer for remaining absent from the meeting. District Magistrate Arvind Kumar Chauhan directed that all departments should strive to achieve the highest possible rankings on the CM Dashboard, and that district-level officers must personally monitor the portal and keep a close watch on Key Performance Indicators (KPIs). Finally, he instructed all officials to work with utmost seriousness and diligence regarding the directives issued by the government and on all high-priority agenda items. He directed that departments whose performance is tracked on the CM Dashboard must conduct continuous reviews to follow up on ongoing works, and must identify and rectify the specific factors contributing to any decline in their rankings. All officials must recognize the importance of the dashboard and refrain from any negligence. Every official must personally ensure that accurate data is fed into the portal in a timely manner. Adopting a strict stance regarding pending schemes—specifically those not completed within the stipulated timeframe by the respective departments, as well as instances of delayed or inaccurate data entry on the CMIS portal—the Chief Development Officer was directed to constitute an inquiry committee to investigate the matter and issue show-cause notices to the concerned officials. In this context, detailed information was sought regarding why the handover of completed projects had not yet been formally accepted. Furthermore, the concerned official was directed to convene a separate meeting specifically to address tourism-related schemes. District Magistrate Arvind Kumar Chauhan issued directives to transfer the Habitat Center to the Smart City project within the current month and to duly update this status on the portal. He further stated that any firms found to be negligent in their construction work would be blacklisted. Officials were instructed to treat matters received via the IGRS portal with utmost seriousness and to ensure their timely and high-quality resolution. Following the resolution of a complaint, officials must personally engage with the complainant to verify their satisfaction with the outcome. Officials were directed to attend the upcoming IGRS review meeting prepared to address any complaints that remain unresolved. All officials are expected to maintain a courteous and polite demeanor when interacting with the general public. Nodal officers designated for construction projects must conduct timely inspections and must not be negligent in submitting their respective reports. The meeting was attended by senior officials from various departments, including Chief Development Officer (Saharanpur) Sumit Rajesh Mahajan, DFO Shubham Singh, Additional District Magistrate (Administration) Santosh Bahadur Singh, and PD DRDA Pranay Krishna.
