Hindustan Power is openly robbing the pockets of flyash vehicle owners
Amount is being collected from vehicle owners every month in the name of over speed, the company's own law is in practice here
The arbitrary policies of Hindustan Power Plant (Moser Baer) management located in Jaithari of the district have always cheated the affected farmers and local citizens. This time the matter is not of fraud but of robbing the pockets of vehicle owners transporting flyash. In which a huge amount has been collected from every vehicle owner through the vendor in the name of over speed. Regarding this, the aggrieved vehicle owners staged a dharna by blocking the road in front of the material gate on Saturday. The management and administration were already informed about this matter by Maa Narmada Flyash Transport Association, but no one understood the pain of the vehicle owners transporting flyash. Due to which now the vehicle owners are on the path of agitation.
Anuppur, a new challenge has been posed in front of the district administration Anuppur by Hindustan Power Plant Management Jaithari. That challenge is the deduction of money every month from the bills of vehicle owners through vendors for over speeding of vehicles engaged in transporting fly ash. This became clear when the material gate of the power plant was blocked on Saturday by Maa Narmada Truck Owners Association in protest against the arbitrariness of the plant management. Then it is natural to raise the question that the right to take action on vehicles running on the road lies with the Road Transport Department or the Traffic Department. In any case, the management of Hindustan Power Plant Jaithari is not an undertaking of the government and neither has the government given it the privilege of taking any kind of action under the rules provided under the constitutional provisions. In such a situation, if the amount deducted from the bills of vehicle owners by the Hindustan Power Plant Jaithari management is not called open robbery, then what should it be called?
The management is gulping down the revenue of the government
It is clear that the administration will have to give information about the policy determined by any industrial institution and the provision to be implemented. Because the administration has to deal with any unavoidable situation. In such a situation, if the management has made a provision for action in the case of over speeding, then its information should be given to the district's transport and traffic and Superintendent of Police office. Because here a huge amount of revenue is being directly received every month by Hindustan Power Management Jaithari from vehicle owners through over speeding. But it is not deposited anywhere in the government's account. Whereas the only source of income of the government is the revenue received from various types. Informed sources tell that about 150 vehicles are engaged in the transportation of gravel here. An amount of Rs 15,000 is being deducted for over speeding per vehicle. In such a situation, Hindustan Power Management has received about Rs 1 crore from vehicle owners in this matter in the last 6 months. This is directly causing damage to the MP government.
Will the administration take cognizance or will there be arbitrariness?
This is not a small matter, because the rights of the executive have been absorbed by a private company. Whereas in our country, three organs of the government have been considered and all three have been given their respective powers. In which the work of the legislature is to make laws and the main work of the executive is to implement or enforce those laws. While the work of the judiciary is to review those laws. But Anuppur will be such a rare district where the law of the government was openly taken in its own hands by a private power company. In such a situation, will the district administration take action against Hindustan Power Management in this entire matter or will its arbitrariness continue.
This is also the demand of the protesters
In the memorandum given by Maa Narmada Flyash Truck Association to the district administration before the demonstration, it has been clearly mentioned that the management is constantly creating many problems for the local transporters by giving work to new vendors for the transportation of flyash. Which should be resolved. At the same time, due to the vendors not paying the vehicle owners by the due date every month, they are not able to pay the installment of the vehicle on time, due to which their credit in the bank gets spoiled. Apart from this, they also have to struggle to feed the family. Despite employment at the local level, the double attitude of the company in self-interest seems to be taking the local youth to the brink of unemployment.
They say
This may be the contract of the company with the vendor. But we have not received any information about the contact policies set by the company. I will get it investigated on what basis this provision has been made.
- Surendra Singh Gautam, District Transport Officer Anuppur.
We had submitted a memorandum full of demands to Hindustan Power Management Jaithari 10 days ago, but the management did not consider it appropriate to even talk about it. After which, information about going on an indefinite strike from March 8 has been given to SDM Jaithari. Our demand is that under which authority is the management deducting money from the vehicle owners in case of over speeding, and the rules and provisions should be told to us. The protest will continue till the demands are met.
