Departments in B, C, and D categories should improve their work styles and improve their rankings: Divisional Commissioner Rupesh Kumar
Saharanpur, A review meeting on development works, taxes, and revenue works on the CM Dashboard was convened in the Circuit House auditorium under the chairmanship of Divisional Commissioner Dr. Rupesh Kumar. During the meeting, Dr. Rupesh Kumar directed officials of all departments under the Pradhan Mantri Vikas Bharat Rojgar Yojana (PMVY) to inform their respective stakeholders about the scheme. He urged them to promote it widely and ensure maximum registration of eligible youth. Its primary objective is to encourage public savings. The Pradhan Mantri Vikas Bharat Rojgar Yojana (PMVY) is an employment-linked incentive scheme approved on July 1, 2025. Under this scheme, first-time job applicants receive an incentive of up to ₹15,000 in two installments, while employers receive assistance of up to ₹3,000 per month per employee. Divisional Commissioner Rupesh Kumar inquired from the AD Basic about the Right to Education (RTE) process for children aged 6 to 14. He directed that students rejected in the first lottery be given a second opportunity. He directed that fees be reimbursed on time. He ensured that no eligible applicant is deprived of the intended purpose. He directed that efforts related to water conservation be promoted under the Community-Based Water Conservation-Public Participation scheme. He stated that these initiatives must be submitted to the portal. The Uttar Pradesh Sports Development and Promotion Rules 2020 aim to promote sports culture in the state, provide better facilities to athletes, and encourage medal winners. Under this scheme, the government is also providing tehsil-wise incentives. He directed that a letter should be sent to the sub-district magistrate for opening their accounts in the tehsils. This will give impetus to competitions at the divisional level and players can be encouraged towards sports. Dr Rupesh Kumar said that all departments should bring the ranking obtained in development works to the highest category. Those with A rank should maintain their ranking as it is. Departments with B, C and D category should improve their ranking by improving their working style. Cases should be resolved timely and with quality on the IGRS portal. It should be ensured that no case remains pending after the deadline and feedback should be taken from the complainant. Satisfaction of the complainant is our priority. All officers should ensure its resolution by personally seeing it. He issued strict instructions to improve the rankings of districts in the division that have suffered poor rankings under the PM Kusum Yojana, Chief Minister's Housing Scheme, Jal Jeevan Mission, Family ID, Panchayati Raj 15th Finance Commission, Tourism Department, PM Nutrition School Inspection, Marriage Grant Scheme, ICDS, construction of rural stadiums and open gyms under Youth Welfare, construction of bridges, construction of new roads, Maternity, Child and Girl Child Help Scheme, ODOP Tool Kit Scheme under the Industries Department, Chief Minister's Youth Entrepreneur Development Scheme, Vishwakarma Labor Honor Scheme, Social Welfare Department's Scholarship Scheme, and Chief Minister's Mass Marriage Scheme by next month. He directed the division to correspond with the headquarters regarding any discrepancies between headquarters and divisional data. He also directed the department to identify land for tourism development and submit proposals. In reviewing tax, cess, and revenue collection, he directed that Excise, Transport, Commercial Tax, Mining, Market, and Energy should collect revenue as per targets and ensure the elimination of backlogs. Regarding recovery certificates, he directed the department to review the performance of the officers on a team basis. Instructions were given to call the departments related to non-consolidated revenue in the meeting as well. During the Chakbandi review, instructions were given that pending cases should be resolved as soon as possible. Problems of the common people should be resolved by setting up village Chaupals in Chakbandi villages. It was asked to conduct a separate village-wise detailed review of the Chakbandi department after Holi.
